Bowtie is under governance of The Insurance Authority (IA) while one of the products Bowtie provides, VHIS (Voluntary Health Insurance Scheme) is governed by VHIS office.

The Insurance Authority (IA) is an regulator independent of the Government and the insurance industry. It aims to regulate and supervise the insurance industry for the promotion of the general stability of the industry and for the protection of existing and potential policyholders.

And the VHIS office is a regular office under the Health Bureau (HB) to implement VHIS. Its duties include registration of the insurers, certification of insurance plans, monitoring of scheme performance, as well as handling of enquiries and complaints, etc.
